论跨国水体及其和谐开发

Discussionon cross-border water bodies and its harmonious development

摘要: 跨国水体除了具有一般水体的共性外,还具有一些重要的特性。跨国水体在空间上跨越两个或两个以上的国家使其在开发利用和管理中产生的问题变得复杂。要解决这些问题,最重要的是要做到科学开发、和谐开发,本着友好合作、互利互惠、尊重自然、合情合理等原则处理好一系列关系。本文从分析跨国水体的自然属性和政治社会属性出发,探讨了这些问题,提出了和谐开发跨国水体的八大原则。同时,提出应重视开发跨国水体的科学研究与人才培养,以适应人类社会发展的共同需要。
